Chief Medical Officer

Dr. James R. Powell, Jr. is the Chief Medical Officer for Long Island Select Healthcare Inc. (LISH), a Federally Qualified Health Center (FQHC) with eight locations throughout Suffolk County. Dr. Powell is a board-certified Internist as well as the medical director of both DDI and UCP. He also serves on the voluntary faculty at Stony Brook University as a teaching attending. Dr. Powell has been a member of the Options for Community Living Incident Review Committee since 2012 where he performs a critical role helping the organization review and monitor serious events and trends.  He is currently on staff at Mather Memorial Hospital, St. Charles Hospital, and Peconic Bay Medical Center.

A former board member of the American Academy of Developmental Medicine and Dentistry, Dr. Powell has presented lectures nationwide in which he has championed the healthcare needs of the underserved.

He is currently working to improve access to care with telemedicine under the auspices of a New York State Department of Health grant which concluded in October 2017.

Dr. Powell was born and raised on Long Island and returned to the area to settle down after attending Binghamton University, Ross University School of Medicine and the University of Connecticut School of Medicine. He enjoys cheering for the Mets and attending the activities of his four children alongside his wife Dana.

Dawn Olsen Figlo, D.P.M. is a board certified podiatric surgeon and a graduate of the New York College of Podiatric Medicine. She is a member of the Pi Delta National Podiatry Honor Society, the Pi Mu Delta National Podiatry Service Society.

Alan L. Steinberg, MD, is a Geriatric Psychiatrist working from our Central Islip location. In addition to his work with LISH, Dr. Steinberg is also a principal psychiatrist at East End Neuropsychiatry Associates, PC, a multidisciplinary community-based clinical practice as well as academic and teaching practice in Centereach.

East End Neuropsychiatry Associates, P.C. serves as the primary training site in geriatric psychiatry for residents and fellows in the Departments of Psychiatry and Geriatric Medicine of the Stony Brook University School of Medicine. Dr. Steinberg is also a psychiatric consultant to Visiting Nurse Service (VNS) Hospice. Through his work at LISH and previously with UCP of Suffolk, he serves the developmentally disabled population and those with neuropsychiatric disorders.

Previously, Dr. Steinberg served as the psychiatric consultant to the Suffolk County Department of Social Services’ Adult Protective Services. Dr. Steinberg has also served as Director of Psychiatry at several area nursing homes and was on the Board of Directors at Good Shepherd Hospice.

Dr. Steinberg received his medical degree from Mount Sinai School of Medicine. Following training at The Johns Hopkins Hospital and Geriatric Psychiatry Fellowship at Cornell-New York Hospital, he co-founded and directed the Long Island Alzheimer’s Disease Assistance Center. Dr. Romano is currently the Supervisor of the Behavioral Health Department at LISH. Dr. Romano can be found working from the Riverhead and Smithtown offices. He earned his doctorate in Clinical Psychology from Long Island University, after completing graduate studies at Adelphi University and the University of North Carolina. While in North Carolina, he worked for a number of years at the Murdoch Center specializing in research and treatment of severe life-threatening self-injurious behavior in the developmentally disabled.

Before LISH͛s inception, he spent approximately 30-years in various roles at DDI: as Clinical Director for the Adult Day Program, Assistant Director for the Children͛s Residential Program, Chair for DDI͛s Behavior Review Committee, and Chair of the Research Review Committee. Along with its founder, Mike Darcy, he helped start the Young Autism Program at DDI. For a number of years, while still at DDI, Dr. Romano worked closely with Dr. John Pomeroyat Stony Brook, where they focused on Asperger͛s syndrome and Autism Spectrum disorders.

Over the years, Dr. Romano was mentored by Dr. Ivar Lovaas͛ original graduates, Drs. Newsom, Rincover, and the late Dr. Carr, specializing in the treatment of behavior disorders in individuals with Autism and Asperger͛s Syndrome. For those who are not familiar with Dr. Lovaas, he was arguably the most influential figure in developing the behavioral treatment and education of children with Autism, from the early ͚60͛s until his passing in 2010.

Jane was the recipient of the New York State Health Corps Scholarship, and earned her master’s degree at Fordham University, Lincoln Center. Working in the community setting in New York City, she visited patients in their homes, emergency rooms, children’s hospitals, nursing homes, veteran’s hospitals, schools and shelters. This experience along with the proposals and grants that she wrote paved the way for her acceptance into New York University’s PhD program.

Jane participated in the New York City Mayoral Conference: Unplanned Parenthood, Grandparents Raising Grandchildren. The results of these meetings were organized and sent to President Clinton. He was then able to integrate the feedback and use it to re-authorize “The Older Americans Act 2000” which supported grandparents raising their grandchildren.

Her 25 years of working with the hospice and palliative care programs taught her to respect and admire the patients and their caregivers from all backgrounds and cultures. She researched their issues, studied them, their attitudes, their concerns and their level of commitment. Looking for solutions to help ease their burden, she was able to write grants and receive the necessary funding to design and implement programs that had a dual purpose: to give caregivers respite, and to provide children and teens with recreation, transportation, support and therapy during a crisis in their family. Over 150 children aged 5 through 18 attended this program each week.

Jane is a consultant here at LISH at the Family Wellness Center. In this mental health clinic we service clients with a wide range of issues. The clients struggle with anxiety, depression, addictions, medical issues, childhood trauma, veteran’s issues, autism, eating disorders, mood disorders and much more. This clinic is unique in that we offer many services in one place, with a staff that is very compassionate.

An important issue that surfaces is pre planning for the intellectually/ developmentally population.Jane has been a strong supporter and presented in Albany to address the benefits and value of pre planning for those adults who are intellectually and developmentally disabled, living at home with their aging parents. These special needs adults cope much better when their parents and family members are still intact and are able to advocate for their transition into a group home or independent living situation. Their grief is compounded if they have to move to a new surrounding without the support of the person who was guiding and loving them for their entire life.

The common thread running through these populations is that they might be seen as the underserved, having needs that go unmet. LISH is doing their part to reach out, offering them a chance to make a change in their lives.

Furthermore, he is permanently certified through the New York State Education Department as a Teacher of the Speech and Hearing Handicapped. Mr. Asofsky is licensed through New York State as a Speech-Language Pathologist.

As such, Mr. Asofsky has been dedicated towards the treatment of patients ranging from birth through geriatrics.He has a concentration in the medical aspect of speech-pathology encompassing the treatment of motor speech disorders as well as cleft palate, feeding/swallowing difficulties, voice disorders and other congenital syndromes and acquired neurogenic disorders. He has developed programs for feeding disorders in school settings as well as nursing homes, outpatient rehabilitation and hospitals. He has performed modified barium swallow studies for the past fifteen years and has become certified in a fairly new FDA approved therapy for swallowing disorders (Vital Stim). Furthermore, he has his certification to perform Flexible Endoscopic Evaluation of Swallowing with Sensory Testing (FEESST). Mr. Asofsky is also certified in LSVT for the treatment of Parkinson’s disease and other related neurological disorders. In addition to giving lectures on dysphagia to various para-professionals as well as other medical personnel, Mr. Asofsky is an adjunct instructor at Hofstra University. He is active as a supervisor for therapists who are in their clinical fellowship year (CFY) for speech-language pathology as well as supervises numerous graduate students from various universities throughout the country. He assists in staff education training in order to further the therapists’ abilities to perform such skills. Mr. Asofsky has been acknowledged for his services in rehabilitation relating to human communication sciences and disorders.

Mr. Asofsky is an active member of the Long Island Speech-Language-Hearing Association (LISHA) as he holds a position on the executive board as the Private Practice Councilor. He is further an active member of the New York State Speech-Language-Hearing Association (NYSSHLA) for which he is on the Insurance Task Force and the American Speech and Hearing Association (ASHA) where he is active on various special interest divisions.

Moo Shu Asofsky

Moo Shu has been the official mascot of Long Island Select Health since its inception in August 2016. He is a three-year-old, fourth generation pure bread Rottweiler weighing in at 150lbs. Although he can be intimidating at first sight for some, Moo Shu is truly a gentle giant with the patient’s, aids, family members and subsequent staff. He has been awarded the Canine Good Citizen Award from The American Kennel Club on January 28, 2015.

While at work, he makes his home at the Central Islip location within the rehabilitation department. Moo Shu assists his owner, Steven Asofsky, who is one of the speech-language pathologists working with speech, language, and swallowing disorders. To Moo Shu’s credit, he has become an icon at the center as both staff, patients, their family members, and caretakers often request to engage in social interactions with him. He has been instrumental in stimulating excitement and joy in patients that come through the doors of LISH as many smile from ear to ear as they enter the facility and call out his name. It should be noted that Moo Shu has also made a particular difference in the lives of three patients who presented as nonverbal before they met him. Since the commencement of therapy, these patients have been able to produce simple single word utterances inclusive of but not limited to: ͞Moo Shu͟, ͞dog͟, ͞sit͟ and ͞black͟, while interacting with him.

Moo Shu is truly an asset to the LISH family!

Felice Jones-Lee – Nurse Manager, Director of Quality, & Corporate Compliance Officer

Felice Jones-Lee, MA, RN brings an in-depth knowledge of quality control, nursing, supervision, sociology, and operations management to LISH’s Executive Management Team. She is an icon for women’s rights and diversity advocacy and has published work outlining the need for equality.  She has presented at many noble platforms including the National Action Committee’s Women’s Forum, American Sociological Association’s session on Health Care and Care Delivery, Association of Black Sociologists Annual Conference, and North Shore- Long Island Jewish (Northwell Health) Annual Nursing Research Conference. Prior to joining LISH, she was Vice President of Clinical Operations at Ganderland & Associates, an Associate Executive Director of Quality Management at Southside Hospital, and an adjunct professor at St. John’s University. In 2012, Felice was awarded Town of Islip Woman of the Year. Felice graduated from CMC School of Nursing with honors. She is also currently working towards her doctorate degree in Sociology.

Dr. Romano is currently the Supervisor of the Behavioral Health Department at LISH. Dr. Romano can be found working from the Riverhead and Smithtown offices. He earned his doctorate in Clinical Psychology from Long Island University, after completing graduate studies at Adelphi University and the University of North Carolina. While in North Carolina, he worked for a number of years at the Murdoch Center specializing in research and treatment of severe life-threatening self-injurious behavior in the developmentally disabled.

Before LISH’s inception, he spent approximately 30-years in various roles at DDI: as Clinical Director for the Adult Day Program, Assistant Director for the Children’s Residential Program, Chair for DDI’s Behavior Review Committee, and Chair of the Research Review Committee. Along with its founder, Mike Darcy, he helped start the Young Autism Program at DDI. For a number of years, while still at DDI, Dr. Romano worked closely with Dr. John Pomeroy at Stony Brook, where they focused on Asperger’s syndrome and Autism Spectrum disorders.

Over the years, Dr. Romano was mentored by Dr. Ivar Lovaas’ original graduates, Drs. Newsom, Rincover, and the late Dr. Carr, specializing in the treatment of behavior disorders in individuals with Autism and Asperger’s Syndrome. For those who are not familiar with Dr. Lovaas, he was arguably the most influential figure in developing the behavioral treatment and education of children with Autism, from the early ‘60’s until his passing in 2010.

John Lessard, Executive Director for Developmental Disabilities Institute (DDI) in Smithtown has spent his entire professional career in the Human Services, not-for-profit field. A 1976 graduate of the University of Rhode Island, he spent his early years as a clinician working in a community hospital. He received his Masters Degree in Business Administration in 1984 and spent fifteen years as a hospital executive. John joined DDI in October of 2002 as its first Associate Executive Director and helped to rebuild the agency from its recent bankruptcy. In 2009, he was appointed Executive Director. DDI presently has an annual operating budget of $105 million and employs a workforce of nearly 1,800. In addition to serving as President of the LISH Board of Directors, he also serves as Vice President of the Board of the Alliance of Long Island Agencies, and he is a member of the Executive Committee of the Board of Directors for the Inter-Agency Council of Developmental Disability Providers (IAC). John has been married to his wife Patty for forty-one years and has two children, a married son Jeff who is an aviator and Lieutenant Commander in the United States Navy currently residing in San Diego California, and a married daughter Erica with two children who is a civil engineer residing near Hartford Connecticut.

Stephen H. Friedman joined the United Cerebral Palsy of Long Island in 1997 as Director of Administration. He has been the President, Chief Executive Officer since 2003.

Prior to coming to UCP Long Island, Mr. Friedman was Vice President of Human Resources and Administration for the Movado Group, Inc. He received his MBA in Human Resources and Labor Relations from the New York Institute of Technology; a M.S. Ed. in Training and Development; a BBA in Accounting from Hofstra University; and a Certificate in Labor Relations from Cornell University’s Industrial and Labor Relations School.

Mr. Friedman is on the Board of Directors of the Alliance of Long Island Agencies and a member of the Society of Human Resource Managers.

Robert S. Budd is the Chief Executive Officer of Family Residences and Essential Enterprises, Inc. (FREE), a not-for-profit agency that supports individuals of all abilities with community living opportunities, employment, day services, clinical, education and after-school support and other supports. Mr. Budd is a vision driven, results orientated leader with over 30 years of progressive leadership experience.

Mr. Budd joined FREE in 1985 and has held key operations positions. Most recently named Chief Executive Officer in 2008, he played a key leadership role in the expansion of the organization from an annual budget of $1 million in 1985, serving forty-five individuals to a network of organizations providing over $145 million of services in 2016 serving over 24,000 individuals annually.

Mr. Budd has initiated numerous innovative proposals, most notably the Network structure that molds the uniqueness and flexibility of distinct smaller organizations with the efficiencies and strength of a larger Network. Mr. Budd is actively involved with many human service agencies that support people with developmental and other disabilities. He continues to serve and take leadership roles on many advocacy boards, both regionally and nationally. He is Vice President of the Board for American Network of Community Options and Resources (ANCOR) and serves on the boards of New York State Association of Community and Residential Agencies (NYSACRA), Interagency Council of Developmental Disabilities Agencies, Inc. (IAC), Long Island Select Healthcare, Inc. (LISH), and Alliance of Long Island Agencies, Inc. (ALIA).

Mr. Budd also dedicates time to the field consulting, speaking and training and is pleased to utilize his certification as an A.M.A and Covey facilitator to support colleagues in personal and professional growth.

Mr. Budd holds a Bachelor of Arts degree in psychology from the State University of New York at Potsdam and a Master of Professional Studies in psychology from Long Island University, CW Post.

Judy Eisman

Judy Eisman is the parent of a multiply disabled young man who resides in an Intermediate Care Facility operated by United Cerebral Palsy of Long Island. She has been a proven advocate with state and private agencies, the news media and has organized lobbying groups in New York State for the enactment of legislation to protect disabled children and adults.

Ms. Eisman served her community as Co-President of Great Neck Parents in Special Education and was a parent member on the Great Neck Committee on Special Education. Her experience includes directing the operation of a not-for-profit agency providing residential and day programs for disabled children and adults. She served for many years as a Governor’s appointee to the Advisory Council to the New York State Commission on Quality of Care and Advocacy for Persons with Disabilities.

Judy has a Masters of Science in Education and post graduate courses in Educational Administration. She retired in 2009 as a Gifted Specialist/Arts Coordinator in New York City District 28. Her responsibilities included budgeting, hiring, scheduling and implementing school wide arts residencies. She served on the Advisory Council for the Midori Foundation bringing instrumental music into the lives of children in disadvantaged NYC neighborhoods.

In November 2016, Judy became a member of the Long Island Select Healthcare Board of Directors. Her goal is to support and further the mission of LISH to provide primary and preventive healthcare services to low income medically unserved and underserved individuals on Long Island.

I am honored to be a member of the LISH board for the last 1.5 years. As a Registered Nurse for many years I bring the experience of caring for the developmentally disabled population. More recently I have enjoyed my role as a nurse educator at Suffolk County Community College where I can share my experiences with my students. Unfortunately I spent three months of my nursing education at Willowbrook State Hospital where the developmentally disabled were locked away and forgotten. Although change can be slow and challenging, I am in the position to teach future nurses the challenges faced by this population and their support groups in order to improve their health and function while enhancing consumer and family-based care while reducing barriers to health and community participation.

On a personal level, I live with my husband and our Black Labrador rescue Guinness. We enjoy spending time in our Adirondack getaway on the week-ends. We both enjoy travelling, having visited every continent on earth including the Arctic and Antarctica.

Lisa Meyer Fertal, founder and Chief Executive Officer of East End Disability Associates (EEDA), has been in healthcare and human services for over twenty five years. Lisa became personally aware of the need for services for individuals with intellectual and developmental disabilities when her son Andrew was diagnosed with neurological impairments and autism. Establishing relationships with other parents who had children with disabilities, she learned the needs of children and families while sharing the sorrows and joys of raising a child with disabilities. In 1993, she founded EEDA establishing a grass roots, mission-based, non-profit organization to provide support services to those with intellectual and developmental disabilities and their families residing on eastern Long Island. EEDA’s purpose is to address the unique needs each person living with disabilities has including access to good health-care, education, recreation, relationships, and to live and practice spirituality of their choosing.

EEDA’s innovation has served as the catalyst to establish programs on the cutting edge of its field, especially in Residential, Day, Crisis, Family Support and non-traditional programs. EEDA services are community-based and reflective of the diversity found on the East End of Long Island. EEDA maintains strategic partnerships with a variety of stakeholders including more than 400 full-time team members, over 700 children and adults with intellectual and developmental disabilities, their parents and family members, legislators, contractors, vendors, community members, donors and other organizations. EEDA’s annual budget has grown to over twenty million dollars; its success a direct reflection of the extraordinary employees who balance a family-centered culture with a fiscally responsible business model.

Lisa holds degrees in Nursing and Business Administration and recently concluded a Business Doctorate Program specializing in Social Impact Management. She serves on several Boards of Directors including the Performing Arts Center of Suffolk County (PACSC), Long Island Select Health (LISH), Alliance of Long Island Agencies (ALIA), New York State Developmental Disabilities Planning Council (NYSDDPC), and the Bishop’s Committee for Redeemer Episcopal Church. Her academic, personal and professional views align with the engagement of community education to promote acceptance, tolerance and celebration of individual differences. Lisa remains committed to a mission embracing the philosophy that everyone has within them the opportunity to add value to others, to the community and to the world.
